Unified Federal Engineering Center Stankoengineering will be created on the base of the Federal State Budgetary Educational Institution of Higher Professional Education STANKIN and Stankoprom OJSC. Agreement on strategic cooperation between the parties was signed on December 31, 2013 at the Ministry of Industry and Trade of the Russian Federation. The first deputy of the head of the Russian Ministry of Industry and Trade, Gleb Nikitin, participated in the signing ceremony.

Stankoengineering is created on the base of combining production and scientific and technical capabilities of Stankoprom OJSC and the State Engineering Center (Federal State Budgetary Educational Institution of Higher Professional Education STANKIN), in accordance with paragraph 4 of the Protocol of July 24, 2013 No. ДМ-П9-55пр of the meeting with the Prime Minister of the Russian Federation Dmitry Medvedev, at which the question of measures for the development of domestic machine tool industry, in order to modernize the military-industrial complex, was considered.

The subject of the agreement is a joint activity of the parties in the development of Russian machine tool and tool-making industry, including within the framework of the development of a Unified Federal Engineering Center Stankoengineering, key areas of activity of which are the provision of scientific and technical development of the domestic machine tool industry and technological re-equipment of strategic sectors of machine-building complex of the Russian Federation.

In its activities, the unified federal engineering center exclusively bases on scientific, technical and human resources, as well as the material basis of scientific, engineering and technological departments of institutes and enterprises included in the perimeter of the Federal State Budgetary Educational Institution of Higher Professional Education STANKIN and Stankoprom OJSC.

Establishment of the center is conditioned upon the need to ensure effective modernization of machine-building enterprises. Stankoengineering shall develop industry standards, basic decisions and requirements for the selection of equipment and software under the conditions of the significant demand for technological equipment generated by the state within the implementation of an ambitious program of modernization of Russian industry in the coming years.

Another fundamental direction of the center is the solution of problems on the development and the commercialization of competitive means of engineering production, which surpass the best foreign analogues in technical characteristics and parameter characterizing the quality-to-price ratio, – exclusively by Russian developers in the implementation of investment projects included in the sub-program “Machine Tool industry” of the state program of the Russian Federation “Development of the Industry and Increase of its Competitiveness”.

The signed agreement provides for the formation of Interdisciplinary Scientific and Technical Council for the modernization of the Russian strategic enterprises of mechanical engineering and machine tool industry development. Prerogative power of the council will be the planning and control of implementation of projects in the development of new technological means of production engineering (R & D), in the development of technological systems of engineering production (engineering), as well as in the staff assistance of the enterprises of the Russian engineering and machine tool industry .

As the first Deputy Minister of Industry and Trade of the Russian Federation Gleb Nikitin mentioned: “Implementation of the specified measures will contribute to the conduction of unified technical policy in modernization of Industry by the Russian Ministry of Industry and Trade, ensure the interests of the state in relation to technological independence and development of own competitive machine tool industry in the Russian Federation”.
